BIFURCATION OF INVESTIGATION AND LAW AND ORDER IN POROMPAT POLICE STATION

With a view to reduce heavy pendency of cases in the district in general and Porompat police station in particular, separation of Investigation Officers from Law and Order duty was effected pursuant to Director General of Police advice. The scheme has been implemented on experimental basis. It may be mentioned that the Supreme Court of India, in its judgment and order dated 22/9/2006 directed for implementation of the scheme for town and cities with population of more than 10, 00,000 (ten lakh). The separation of Investigation officers from law and order was also recommended by the 38th All-India Police Science Congress (2009) Guwahati for implementation. The separation of officers has been made on the ratio of 80:20 for Investigation Wing and Law and Order duty respectively. Formal order was issued for the officers of Investigation Wing, duly selected on their investigation skills and past performance.

The only difference is that the investigating officers will not be detailed for law and order/VIP security duties so that they can concentrate on investigational work for speedy disposal of cases. However, the district SSP was empowered to utilise their service during large scale law and order problem. SDPOs also form part of investigation wing of their respective police stations and also closely supervise investigation of the cases by junior officers. This is in addition to investigating UA (P) Act cases assigned to them.
Investigations of cases were pursued vigorously and some improvement in disposal of cases was visible.
Despite constraints of manpower (IOs), frequent diversion of IOs (of Investigation wing) for urgent law & order problems etc. the experiment has started yielding good result. Since its implementation investigation of more than 600 cases has finalise, 57 of them being charge sheeted. Separation of Investigation from law & order duty can be made more effective when adequate man-power are posted in the police station and continuous training to the investigating officer and deployment of adequate numbers of officers and men from law and order duties.
